Who can bid

Firms holding SDVOSB status. Being a small business is not enough on its own: the certification is what qualifies a firm, and it never runs in reverse.

The socioeconomic certifications are all built on top of small business status, so any of them also qualifies the firm for a general small-business set-aside.

The reverse is false and is the costly direction: being small does NOT make a firm 8(a), HUBZone, WOSB or SDVOSB. Each of those needs its own certification, and most need SBA or VA to grant it.
