Description

This update on 21 Jan 26 amends the closing date of the combined synoposis/solicitation from 22 January 2026 to 29 January 2026 at 1:00 PM CST. All other conditions remain the same. This update on 13 Jan 26 posts RFI 1 183d Wing RSD Lodging FY26 BPA responses to the attachments section here of this posting. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The 183 Mission Support Contracting (MSC) Office intends to issue multiple award Blanket Purchase Agreements (BPAs) for non-personal commercial lodging within a thirteen (13) mile radius of the 183d Wing, Springfield, IL utilizing FAR Part 13, Simplified Acquisitions Procedures through Request for Quote # W50S7U-26-Q-0001. The following solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2025-06 (effective 01 Oct 25). This solicitation is 100% set aside for Small Business under the North American Industry Classification System (NAICS) code 721110, with a small business size standard of $40M. Product Service Code (PSC) is V231. The Government intends to award multiple BPAs, with monthly Firm-Fixed Price (FFP) orders (BPA Calls). Each awarded BPA shall have up to a three (3) year Period of Performance (PoP) with a minimum order value of $1.00 up to the established ceiling of $350,000.00. Monthly BPA Calls will be awarded from a lowest price up basis and availability of rooms offered. NOTE: The ceiling can be increased/decreased at any time by the Contracting Officer (KO) via a bilateral modification to meet current/future needs. The line items requested are as follows and as per Exhibit 1: Requirement Title: 183 WG Regularly Scheduled Drill (RSD) Lodging FY26 BPA Solicitation Number: W50S7U-26-Q-0001 Solicitation Issue Date: 30 December 2025 Line Item 0001 Single Occupancy Room Unit of Issue: Each Price: Line Item 0002 Double Occupancy Room Unit of Issue: Each Price: Dates and Locations: Vary by month and award of BPA; RSD schedule provided upon BPA award Note: The Government is Tax Exempt with the exception of State Tax and Bed/Occupancy Room Tax. Those additional taxes will be added to the room rate after award. See Exhibit 1 for room and pricing submission. Requests for Information (RFIs): Due 09 January 2026 not later than (NLT) 3:00 PM Central Standard Time (CST) Quotes Due: 29 January 2026 NLT 1:00 PM CST *Acceptance only via e-mail.* Provision 52.212-1 Instructions to Offerors Commercial Products and Commercial Services, applies to this requirement. Contractors (KTRs) who want to be considered for a BPA with the 183d Wing (WG) shall submit the following: Capability Statement that includes: Solicitation Number (RFQ#) Contractor s Name (Doing Business As (DBA) Name) Address (Physical & Mailing) Point of Contact (Name, Phone #, and Email Addresses) Verification of SAM Registration and/or UEI/CAGE Numbers Completed Representation and Certifications in accordance with 52.212-3 Aptitude/ability to meet all requirements of this solicitation defined in the SOW including the ability to block off rooms at or below the approved GSA Per Diem rates. Any discounts offered Remit to address if different than mailing address Acknowledgement of any amendments. Exhibit 1 Pricing Sheet that includes: Contractor s Name Point of Contact (Name, Email, & Phone #) Single & Double Occupancy Nightly Room Availability Per RSD Weekend Nightly rate for each occupancy type Buyout rate question response given Allowable tax rates Contractor Representative Signature Contractor Representative Title Awarded BPAs shall be made to the responsible offeror(s) who provide the required documentation supporting they can successfully meet all of the requirements above AND pass an in-person quality surveillance inspection with no discrepancies. Awarded BPAs shall incorporate all Terms and Conditions defined in the combined synopsis/solicitation by reference and full text. Offers that fail to furnish the required representations or information, or reject the terms and conditions of the combined synopsis/solicitation may be excluded from consideration. NOTE: GOVERNMENT WILL NOT AWARD TO THIRD (3rd) PARTY ENTITIES. No third-party contracts shall be utilized. The Government intends to work directly with each BPA holder to ensure timely communication between the Contractor and Government. The following factors shall be used to evaluate offers: Basis for Award: the Government intends to issue a BPA to responsible offeror(s) whose offer represents the best value to the Government. The Government reserves the right to award multiple BPAs under this solicitation to meet the Government s requirement. If you are interested in the possible establishment of a BPA under this solicitation, please submit a technical capabilities statement and price list for single and double occupancy rooms. The Government intends to award an agreement resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, considering price and other factors listed in this provision. In accordance with FAR 13.1, the Government will utilize subjective comparative analysis, and give preliminary consideration to all offers received in response to the solicitation. The Government will identify from all evaluated quotes, readily discernible value indicators that fall within the parameters of price, technical capability, and other factors. The Government intends to make an award without conducting exchanges with vendors after the close of the Request for Quote. Therefore, vendors should provide their capability statements to the Government in their initial quote. However, the Government reserves the right to enter into exchanges with all, some, or none of the offers at anytime during the evaluation time period if deemed in the best interests of the Government to do so. Evaluation Factors: The following factors shall be used to evaluate quotes to award an agreement that represents the best value to the Government: Technical The offeror shall clearly identify all criteria in their capabilities statement and any amenities above the minimum outlined in the SOW. An evaluation will be conducted against the evaluation criteria and the offeror s technical capabilities statement(s). Price The individual room rates shall not exceed the maximum allowable General Services Administration (GSA) Federal Travel Regulation per diem rates for Springfield, IL lodging which can be found at https://www.gsa.gov/travel/plan-book/per-diem-rates/. Room rates can be lower than the per diem rates found on the website. A written notice of award or acceptance of an offer will be mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
