Special Announcement - Industry Day 2026 - Delaware River, Philadelphia to Sea Beneficial Use of Dredged Material The U.S. Army Corps of Engineers Philadelphia District would like to invite dredging industry contractors to Industry Day 2026 for the Delaware River, Philadelphia to Sea Beneficial Use of Dredged Material Project. Project Authorization: The Delaware River, Philadelphia to the Sea deep draft navigation project was originally authorized in House Document (HD) 61-733 as modified by HD 71-304, River and Harbors Committee Document 73-5, Senate Document 75-159, HD 76-580, HD 77-340, HD 83-358 and HD 85-135, and provides for a 45 FEET deep Federal channel in the Delaware River, from the entrance of Delaware Bay to the Ben Franklin Bridge in Philadelphia. In order to meet the goals of the Delaware River, Philadelphia to Sea Beneficial Use of Dredged Material Project (Delaware Bayshore), the dredged sand would be beneficially used as beach nourishment along two or more of the following Delaware Bayshore towns of Pickering Beach, Kitts Hummock, Bowers Beach, and Slaughter Beach IAW Section 401 of the Water Resources Development Act (WRDA) 2020 and as generally described in the Chiefs Report dated March 2020 and approved by the chief of Engineers on 6 March 2020. Federal funds for the DPS Project were provided in the Consolidated Appropriations Act of 2024 to initiate design and construction of the Project under Section 204(d) of WRDA 1992 as authorized by Section 8327 of WRDA 2022. This proposed project is intended to be done in conjunction with routine maintenance dredging between January of 2027 and May of 2028, subject to the availability of funds to advertise and award a dredging contract before the end of Fiscal Year (FY) 2027. The event will be held 15 September, 2026 at 10:00 am at the Slaughter Beach, DE Firehouse located at 359 Bay Ave, Milford DE 19963. The purpose and focus of the event will be to seek dredging industry input and their questions regarding best practices for the technical execution of the placement of sandy dredged material from the Brandywine Range of the Delaware River, Philadelphia to Sea Deep Draft Navigation Project main channel onto 2 or more of the Delaware Bayshore communities indicated above. Material in the channel has been characterized as predominately sand, based on the historic vibracore sampling and testing to a depth of -50 feet MLLW, and past dredging events to at least -45 feet MLLW depths. Work is in a dynamic coastal environment with shallow water extending for several miles from these communities out into the Delaware Bay. The meeting will allow for attendees to have the opportunity to ask questions and provide feedback or concerns. All interested attendees must pre-register by sending an e-mail to Contract Specialist Eric Leach at Eric.A.Leach@usace.army.mil no later than September 7, 2025. Registration must include name, company, daytime telephone number, e-mail address, and your relation to the marine construction industry as reason for attendance. You are requested to provide a count of how many people (from each registered Contractor) will be in attendance. Telephone requests will not be accepted. This is a non-fee event. This announcement is not a contract solicitation, request for proposal of any sort, a promise to issue any future contract, a forum to discuss upcoming work (other than for the Delaware River, Philadelphia to Sea Beneficial Use of Dredged Material Project), or a commitment to offer work of any kind on the part of the Government.
