Intent to Sole Source ? Automatic Wiring Analyzer (AWA)The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a contract to DIT-MCO International LLC (DIT-MCO), 5612 Brighton Terrace, Kansas City, Missouri, 64130 (Cage Code: 19362) on a sole source basis in accordance with 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Fleet Readiness Center Southwest (FRCSW) has a requirement for one (1) new Automatic Wiring Analyzer (AWA) Test Stand, for the E-2D Platform, to include: manufacture, pre-shipment/Point-of-Origin testing, shipping, rigging, assembly, start-up, testing, commissioning, and training. FRCSW currently uses a DIT-MCO produced AWA that uses Test Assistance II (TA2) proprietary software. This software is used by both DIT-MCO and the E2-D OEM to generate test programs. A DIT-MCO AWA is essential for data exchange capability and the ability to utilize legacy programs without modification. DIT-MCO also provides Random Hookup/reconfigurable technology capable of reconfiguring its addressing schemes, allowing it to be updated based on improvements by the E2-D OEM. For these reasons, the government intends to procure this product on a sole source basis from DIT-MCO International LLC. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within fourteen (14) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government Point of contact for this requirement is Abbey Clements at abbey.r.clements.civ@us.navy.mil.
