September 3, 2026 Amendment posted with updated Proposal due date, please see attachment. The government is still working to answer all RFIs. August 25, 2026: See attachment for a complete list of RFIs received to date. Some have already been answered, and the government is working to answer the rest. The government will continue to evaluate the need to extend the proposal deadline based on the time required to answer all questions and supply those answers to industry. August 19 2026: Please see amendment 0002 attached and an updated Section L. August 11 2026: 1. Please see amendment 0001 attached and an updated Section L dated 5 August 2026. 2. The government is accepting RFIs until 21 August at 3PM EDT. If you have already sent your RFIs to the POCs you do not have to resubmit them. 4 August 2026: Please see the attached RFP (FA8137-26-R-0040) and all attachments. --------------------------------------------------------------------------------------------------------------- THIS POSTING WILL SATISFY THE REQUIREMENT OF RFO 5.101, Presolicitation Multiple Award Construction Contract (MACC) for General Construction Services will accomplish a broad range of sustainment, maintenance, repair, alteration/renovation, and minor construction projects affecting real property facilities at Tinker Air Force Base, Oklahoma. The work performed will be complex in nature, require multiple construction trades, and may require engineering design performed by credentialed professionals. Project execution methods will fall into one of the following classifications. The execution method will be defined in the project documents for each Task Order (TO) under this Indefinite Delivery Indefinite Quanity (IDIQ) contract. Design Build will include the Contractor providing both the design and construction services for a project; during the Design-Build process, final design solutions are provided by the Contractor, not the Government. The Government will provide a Statement of Work (SOW), drawings, and other preliminary documents to establish requirements from the work to be completed. These documents will be equivalent to a schematic 15% or greater design. When awarded the TO for the project, the Contractor will complete the design to the 100% level to include drawings, specifications, design analysis/narrative, and other documentation as required by the Government. Construction with Limited Design method will include the Government providing the design and the Contractor will further develop portions as required and will provide construction services for the project. This method will be used for non-complex or repetitive work types of projects where design cost and effort is not warranted. The Government will provide the SOW, drawings, and other documents as necessary to establish requirements to complete the project. These documents will be equivalent to a design submittal 35% to 65%. When awarded the TO the Contractor will complete any additional design efforts required by the project and produce a set of working documents for use during construction. Construction only method will include the Government providing 100% design package, including the SOW, drawings, specification, and any other documents as necessary to establish requirements for the work to be accomplished. When awarded the TO the Contractor shall commence with construction in accordance with the design and contract requirements. The Contractor is required to furnish all materials, labor, plant, tools, transportation, equipment, testing services, quality control, and incidentals necessary to provide a complete useable end product as specified in the TO/project documents. The North American Industry Classification System (NAICS) Code is 236210, Industrial Building Construction with a small business size standard of $45 million. The MACC will be executed for one base period of five (5) years with one option period of five (5) years. The Government will negotiate equitable adjustments resulting from change orders in the shortest practicable time. Approximately 120 days are required to definitize equitable adjustments associated with change orders for construction. The definitization of an equitable adjustment begins when the contracting officer receives an adequate change order definitization proposal and ends when the contracting officer executes a contractual action to definitize the change order. IMPORTANT NOTICE: Offerors are required to complete their registration in the System for Award Management (SAM) database via the website https://www.sam.gov. Offerors are strongly encouraged to review their informaiton in SAM to validate that it is current and up to date. Failure to do so could result in the offeror being ineligible for award of Department of War contracts IAW RFO 4.203-1 registered in SAM database.
