Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service Communications Branch intends to award a firm fixed price sole source under the authority of FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).: Biomark, LLC. 705 S 8TH ST Boise, Idaho 83702-7112, United States The North American Industry Classification System (NAICS) code for this requirement is 334511, Other Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. Service Code (PSC) for this requirement is 7G22, IT and Telecom, Network: Satellite and Rf Communications Products. The object of this sole source award is to acquire the purchase of 40,000 PIT tags with 1334 KBRA funding earmarked for monitoring equipment and expiring 256 1311 funding from Biomark, along with 8 new submersible antenna batteries. The PIT tags proposed are the APT12 preloaded needles, 12mm full duplex tags, sold in flats of 100 tags per tray. These tags are generally used to mark all wild reared Lost River and Shortnose Suckers reared on station and then repatriated to Upper Klamath Lake and its tributaries for population monitoring purposes. We are currently low on tags and need to acquire tags for this coming fall work to tag our 2026 cohort of production fish. In addition, we need some new submersible antenna batteries to replace older ones that don't function anymore, as these will be used to monitor these endangered suckers in the wild, post stocking, at additional designated sites in Upper Klamath Lake. As for PIT tag submersible antenna replacement batteries, these are unique to BioMark equipment we already have or for the application whereby we'll be using these, allowing us to detect both full duplex and half duplex PIT tags. While others manufacture a similar tag that is utilized for similar purposes, there are significant concerns regarding the consistency and reliability of their tags. Specifically, there is no guarantee that those other tags will yield the same level of detections. There has been minimal use of these vendor's tags by Federal, State, and Tribal agencies to date as compared to Biomark. This variability poses a risk to fisheries management, as inconsistent detection rates and other potential variable can lead to unreliable data and potentially hinder effective decision-making. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
