Description
The Department of State (DOS), Bureau of Global Acquisitions (GA) intends to award a sole source purchase order to DH Technologies, Inc. located at 161 Fort Evans Rd. NE, Suite 255, Leesburg, VA 20176. In accordance with FAR 13.101(b), contracting officers may solicit a procurement with a total value under the Simplified Acquisition Threshold from a single source based on a determination and findings that only one source is reasonably available, such as in the case of a brand name requirement. The proposed acquisition is to support the Department of State s Bureau of Diplomatic Security (DS), Office of Open Source Intelligence (DS/TIA/OSN) to acquire the SockPuppet-brand managed, non-attributable online research environment, delivered as a service, to support authorized open-source intelligence, online investigations, and related research. OSN has identified SockPuppet as the only product known to the Office that provides all of the required capabilities as a single, integrated, managed service under one contract. Other products provide partial subsets of these capabilities, but none provides the full combination required, no other product can be modified to meet the requirement, and no combination of available products can be assembled into an equivalent capability at acceptable cost, risk, and timeline. Therefore, this is a brand name requirement for SockPuppet specifically. DH Technologies has been identified as the only authorized reseller that has completed SockPuppet s formal reseller training program and is properly equipped to sell and support the full SockPuppet service suite. A request for more information, or a copy of the solicitation will not be considered an affirmative response to this Notice. Telephone responses or inquires to this Notice will not be accepted. GA will consider written responses received electronically no later than Friday, September 4, 2026 at 3:00pm ET to Elizabeth Surette (SuretteEK@state.gov). Responses must include evidence that clearly shows your company is capable of providing the content described in this notice. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, DOS will make an award on a sole source basis to DH Technologies, Inc. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested party.
