Description

The Army Contracting Command Rock Island, on behalf of the Capability Program Executive Enterprise Software & Services (CPE ES2) at Fort Belvoir, VA, intends to negotiate and award a single-award, Firm-Fixed-Price (FFP) Sole Source Enterprise Agreement in the form of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Elasticsearch Federal, Inc. (CAGE: 6YE83, UEID: QYNFN7BQMK63). The statutory authority permitting this other than full and open competition is FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The requirement is for the procurement of Elastic Software Enterprise Subscriptions, proprietary technical support, and professional services. These capabilities are essential to support critical enterprise-wide operations for search, system observability, data analytics, and cyber defense across the Department of War (DoW) and the United States Army. Market research has confirmed that Elasticsearch Federal, Inc. is the sole creator, authorized manufacturer, and provider of the required proprietary software subscriptions and dedicated federal technical support services necessary to meet the agency's needs. This Notice of Intent is NOT a request for competitive proposals or a solicitation of offers. However, any responsible source that believes it is capable of meeting the requirement and is an authorized reseller of the exact software and support services listed may submit a capability statement. Capability statements must be received by the Point of Contact listed above no later than the response date and time of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of market research.
