Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Huntsville Center, intends to extend and negotiate on a noncompetitive, sole source basis, under the authority of 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. As provided by RFO 6.103-1(c)(2)(ii), for the Department of War (DoW), services may be deemed as available from only one source, when awarding a contract for the continued provision of highly specialized services would result in unacceptable delays in fulfilling the agency s requirements., to increase the capacity of the Design-Build IDIQ MATOC that contains the following contracts: W912DY25D0013 (CCS KING GEORGE LLC), W912DY25D0014 (KING GEORGE LLC), W912DY25D0015 (MATOS BUILDERS LLC), W912DY25D0016 (SES ELECTRICAL LLC), W912DY25D0017 (STAMPEDE VENTURES INC), W912DY25D0018 (ESA SOUTH INC), W912DY25D0019 (FRONTLINE KING GEORGE JV LLC), W912DY25D0020 (G1/ESA SOUTH JV LLC), W912DY25D0021 (GLOBAL ENGINEERING & CONSTRUCTION LLC), W912DY25D0022 (HDD JV), W912DY25D0023 (SPECTRUM SOLUTIONS INC), W912DY25D0024 (CENTENNIAL CONTRACTORS ENTERPRISES, INC), W912DY25D0025 (VALIANT CONSTRUCTION LLC), W912DY25D0026 (DPR-RQ CONSTRUCTION LLC), W912DY25D0027 (FACILITY SERVICES MANAGEMENT INC), W912DY25D0028 (J&J MAINTENANCE INC), W912DY25D0029 (JOHN C. This service will be delivered to USACE Huntsville Center. The MRR VII MATOC contractors provide highly specialized construction capabilities within active, patient-care environments. Construction methods utilized within operational medical treatment facilities require rigorous adherence to military medical standards, strict infection control procedures, and the employment of interim life-safety measures to ensure zero disruption to ongoing trauma, surgical, and clinical treatments. The sole source determination is based on the contractors being the only eligible companies that can deliver the desired expertise without unacceptable delays in fulfilling the agency s requirements. This Notice of Intent is NOT a request for competitive proposals. Parties may express their interest; accompanied by supporting literature, to the Contracting Specialist no later than 13 August 2026, 1500 CDT. Responses should be sent to Morgan.A.Wilson@usace.army.mil. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
