Description
DESCRIPTION OF REQUIREMENT: The U.S. Coast Guard requires services for the contractor to provide all personnel, equipment, tools, transportation, supervision, and other items and services necessary to remove, replace, and dispose of corroded roofing (approximately 3 panels or 50 sq ft) and associated flashing; installing new 24-gauge metal roof panels; removing and disposing of approximately 1,200 sq ft of damaged sheetrock; and installing new 5/8 marine-grade plywood. The Government intends to issue a firm-fixed-price purchase order for this project. The full scope of work and specifications will be included in the solicitation documents. Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word. The associated NAICS code is 238160 (Roofing Contractors). A MANDATORY site visit will be held for interested quoters. All interested parties must arrive no later than five minutes prior to the start time indicated. Failure to attend the mandatory site visit will result in your quote being considered non-responsive. Site Visit Date: 07/14/2026 Start Time: 0900 Location: U.S. Coast Guard Station Siuslaw River 4255 Coast Guard Road Florence, OR 97439 IMPORTANT SAFETY & SITE VISIT INSTRUCTIONS: The boathouse roof is currently deemed unsafe for foot traffic. Contractors are strictly prohibited from walking on the roof during the site visit. However, contractors are authorized and encouraged to utilize their own drones to conduct visual inspections of the exterior roof conditions, provided they operate safely and comply with all local regulations. Please E-mail Ava Stow at ava.m.stow@uscg.mil to RSVP for the site visit no later than 07/13/2026. If you intend to use a drone during the site visit, please indicate this in your RSVP. Any and all questions regarding this solicitation shall be submitted in writing to the Contract Specialist at ava.m.stow@uscg.mil with solicitation RFQ number 70Z03326QSEAT0009 in subject line. Questions regarding the statement of work (SOW) will be forwarded to the technical expert for an accurate response. All responses will be uploaded for an equal and fair solicitation to all interested vendors on solely SAM.gov. No more questions will be answered after 07/21/2026. All quotes are due by 0800 (PST) 07/28/2026. SUBMISSION OF QUOTES Quotes must be submitted electronically to Ava.M.Stow@uscg.mil by the date and time specified in this solicitation. Incomplete submissions may be considered unresponsive and ineligible for award. A complete submission shall consist of the following parts: Part 1: Price Quotation A completed and signed Standard Form (SF) 1442. A detailed Price Breakdown for the total firm-fixed-price. The breakdown must, at a minimum, separate the costs for the following major tasks: Materials: Itemized list of materials with quantities and cost Labor: Estimated hours and rates separated by task Equipment/Travel Disposal Part 2: Technical Proposal The Technical Proposal shall not contain any pricing information. It must provide a clear, concise narrative demonstrating the quoter s understanding of and ability to meet the requirements of the Statement of Work (SOW). The proposal must include: Technical Approach: A step-by-step description of how the quoter will perform the work, including mobilization, demolition, installation, and site clean-up. Project Schedule: A high-level timeline showing the planned start date, major milestones, and completion date (which must be on or before the required completion date of October 31, 2026.
