Description
Solicitation number 70SBUR26Q00000221 is issued as a request for quote (RFQ) for Corroboration-Based Interviewing Training for USCIS, Fraud Detection and National Security Directorate (FDNS) Investigative Personnel. The following information is provided in accordance with Revolutionary FAR Overhaul (RFO) 12.202(b)(1). (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 70SBUR26Q00000221 is issued as a request for quote (RFQ) for Corroboration-Based Interviewing Training for USCIS, FDNS Investigative Personnel. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. (ii) A list of line-item number(s) and items, quantities, and units of measure. Information on Contract Line-Item Numbers, items, quantities, and units of measure found in 70SBUR26Q00000221 Part I (SF1449) document. (iii) Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102). USCIS Fraud Detection and National Security Directorate (FDNS) requires evidence-based interview training tailored to the USCIS investigative and adjudicative environment. The training shall provide FDNS personnel with practical strategies for conducting corroboration-based interviews, developing interview plans, managing information, building cooperation, assessing credibility, and using evidence appropriately during interviews. (iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point (see part 47). Period of Performance: September 11, 2026 to September 10, 2026 (Anticipated). Place of performance: The training shall be delivered in person at a USCIS-designated training location. The final location shall be coordinated after award between USCIS and contractor personnel. (v) A list of solicitation provisions that apply to the acquisition (see 12.205(a)). See attached RFQ document(s). (vi) A list of contract clauses that apply to the acquisition (see 12.205(b)). See attached RFQ document(s). (vii) The date, time, and place for receipt of offer and point of contact. This posting shall close at 2:00 PM ET on Thursday, September 10, 2026. This award is not for a construction requirement. The Government anticipates awarding a firm-fixed-price contract in September 2026 using Lowest Price Technically Acceptable (LPTA) procedures. Award will be made to the responsible quoter whose quote conforms to the solicitation, is determined technically acceptable, and presents the lowest evaluated total price. No qualification requirement applies to this acquisition. All responsible sources may submit a quote, which will be considered by the agency.
