Description

NOTICE OF INTENT TO SOLE SOURCE THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Contracting Office (Code 400), Bremerton, WA, hereby provides notice of its intent to award a sole-source, firm-fixed-price service contract to Element Materials Technology. The contract is expected to be awarded under the authority of FAR 12.102(a) as the acquisition does not exceed the Simplified Acquisition Threshold (SAT) and has been determined that only one source is reasonably available. A Sole Source Justification has been prepared. The period of performance shall be from Sept 14, 2026, to Nov 30, 2026. INTENT TO SOLE SOURCE This is a firm-fixed-price services contract to perform specialized Radio Frequency (RF) emissions testing on Government-furnished equipment (GFE). The Unit Under Test (UUT) consists of: Tablet (Serial Number: 7M8KLZ3) Wireless Access Point (Serial Number: FJC28151MMV) Scope of Work: The contractor shall provide all necessary personnel, equipment, and facilities to execute testing to capture specific measurements as coordinated with requirements set forth by Strategic Systems Programs (SSP): Item 0001: Emissions Measurement at Directional Antenna Measuring the maximum RF output in dBm at the connection of the directional antenna when operating at maximum bandwidth. Item 0002: Emissions Measurement at Radio Antenna Measuring the maximum RF output in dBm at the connection of the radio antenna when operating at maximum bandwidth. Deliverables: A comprehensive, secure Test Report detailing the procedures followed and the results of the tests for each item, to be delivered via email in Adobe Acrobat (.pdf) format. Sole Source Justification: The implementation of extending shipyard networks into restricted spaces onboard submarines requires specific testing to ensure radiated power thresholds are not exceeded. Element Materials Technology is the only vendor capable of performing these services as the specific testing protocols were proprietary and developed exclusively to meet PSNS requirements. Due to these restrictive rights, no other laboratory possesses the specialized protocols required to successfully satisfy the Government s need. SUBMISSION INSTRUCTIONS AND DEADLINE THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; no solicitation or Request for Quote (RFQ) will be forthcoming. However, interested parties may identify their interest and capability to respond to this requirement no later than Sept 2, 2026, at 1:00 PM Pacific Time. Interested parties are encouraged to furnish information by email only with a subject line stating: "RESPONSE TO INTENT TO SOLE SOURCE FOR N4523A26Q1332" A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. PSNS & IMF Contracting Office (Code 400) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. All documents submitted will not be returned.
