Description
AMENDMENT 002 is issued to provide answers to submitted questions. See the attached question and answers document. AMENDMENT 001 is issued to clarify the forklift salient characteristics for the mast. The forklift shall be used primarily to lift buoys using a sling through the top bale of the buoy rather than scooping up the buoy from the bottom. These buoys may be up to 9 feet in diameter and 35 feet in length. The quoted mast should be able to accomodate moving buoys on and off semi truck beds for transportation to and from refurbishment centers. This is a combined synopsis solicitation for commercial supplies prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation will not be issued. This solicitation is being issued as a request for quote. The solicitation number is 71111PR260000205. Provisions and clauses incorporated into this solicitation are those in effect through Federal Acquisition Circular 2026-01 dated 13 March 2026. This is for a small business set aside. The NAICS for this action is 423830 - Industrial Machinery and Equipment Merchant Wholesalers. The supplies in this solicitation are best represented by PSC Code 3930 - Warehouse Trucks and Tractors, Self-Propelled. The line item associated with this requirement is as follows: Required Item: CLIN #0001: Kalmar DCG160-12 Diesel Pneumatic Forklift, 01 (one) EACH Requirement: Vendor will provide and deliver a diesel forklift for use on the pier at Yerba Buena Island, San Francisco, CA. FOB for this requirement is Destination. See the attached brand name only justification. FAR clause 52.212-4, Contract Terms and Conditions Commercial Products and Commercial Services, applies to this acquisition. The following clauses apply to this acquisition: 52.222-50, Combating Trafficking in Persons; 52.226-8, Encouraging Contractor Policies to Ban Text Messaging While Driving; and 52.232-33, Payment by Electronic Funds Transfer System for Award Management. FAR provision 52.212-1, Instructions to Offerors Commercial Products and Commercial Services, applies to this action. Submitted offers shall contain the name, title, email address, and telephone number of the company point of contact who can legally bind the company contractually. The offer must include specifications for the offered item, the total price for the item (including shipping), and the estimated delivery date. Offers must be valid for at least 30 days. All offerors must have an active registration in SAM.gov at the time of offer submission. The government intends to make a single award to a responsible vendor that provides the lowest priced offer evaluated as technically acceptable. Offerors must be registered at SAM.gov at the time of offer submittal and have completed FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, on file. The contracting officer will not consider the following representations when making award decisions or enforcing requirements: paragraphs (d) and (t) of 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services. Entities are not required to update their entity registration to remove these representations in SAM.
