Description

The 5th Contracting Squadron (5 CONS) at Minot Air Force Base (MAFB), ND, intends to negotiate and award a sole-source, firm-fixed-price commercial contract to SRT Communications, Inc. (3615 N Broadway, Minot, ND 58703) for Dormitory High-Speed Internet and Wi-Fi Services across Minot AFB. This acquisition is being conducted under the authority, as implemented by Federal Acquisition Regulation FAR Part 12 (Acquisition of Commercial Products and Commercial Services). The North American Industry Classification System (NAICS) code for this requirement is 517112 (Wired Telecommunications Carriers). SRT Communications, Inc. is the only known source capable of fulfilling this requirement without causing unacceptable, mission-degrading operational delays and substantial, non-recoverable duplication of government costs. SRT Communications, Inc. owns and operates the existing, proprietary fiber-optic infrastructure, including in-unit media centers, Wi-Fi routers, fiber jumpers, and outside plant fiber leading to dormitory demarcation points on MAFB. Awarding to any other vendor would require a complete teardown and replacement of the existing network infrastructure, creating severe service disruptions for resident Airmen and significant, redundant costs to the Government. THIS IS NOT A FORMAL REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES. No solicitation package will be issued for competitive bidding. However, all responsible sources who believe they possess the technical capability to meet this requirement without requiring duplicative government expenditures or unacceptable transition delays may submit a written capability statement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
