Description

Site Visit: August 06, 2026. 1. Introduction The U.S. Army Contracting Command - Rock Island (ACC-RI), in support of the Project Lead for Joint Services (PLJS) are currently seeking interested sources for the construction of a new contaminated waste plant, rehabilitation of a building, replacement of a lift station, and demolition of current buildings at Lake City Army Ammunition Plant (LCAAP) using the Other Transaction Authority (OTA). 2. OTA Overview The Other Transaction Agreement (OTA) is designed to foster a flexible teaming arrangement between the government and industry dedicated to innovation and modernization. 3. Planned Request for Solutions ACC-RI, on behalf of Project Lead for Joint Services (PL JS), anticipates releasing a competitive OTA initiative request in August 2026. This initiative will solicit Requests for Solutions (RFS) for the construction of a new contaminated waste plant, rehabilitation of a building, and demolition of current buildings at Lake City Army Ammunition Plant (LCAAP) 4. Important Information The installation requires a comprehensive modernization of its decentralized wastewater treatment and decontamination infrastructure, requiring a complete overhaul and consolidation of these hazardous facilities that must be executed while guaranteeing continuous, uninterrupted operations. To assist, the Government anticipates providing a 100% completed reference design with the anticipated RFS. Interested parties should monitor this SAM.gov posting for updates. A Vendor Opportunity Day for an opportunity to ask questions and a site visit date is planned for August 06, 2026. 5.
