Description
Notice of Intent to Award a Sole Source 8(a) Ahtna Link Technical Services JV, LLC, an Alaskan Native Corporation for the U.S. Department of Energy, Oak Ridge Environmental Office to develop a Characterization Plan for the remediation of the David Witherspoon Screen Arts Site. The U.S. Department of Energy, Oak Ridge Environmental Office, intends to issue a non-commercial services order pursuant to the authority of FAR RFO 19 on a sole source basis Ahtna-Link Technical Services. This procurement for services to complete a characterization and disposal plan for the radiologically-contaminated Witherspoon Screen Arts Sites, as well as the completion of characterization and a final report. Due to numerous unknowns, optional scope includes additional sample collections; development of applicable documentation for both onsite and offsite disposal; performance of surveys; equipment/material removal, and securing the site (cameras, fence repair, signs, security guard). The proposed action will be a non-Commercial Firm Fixed-Price Services purchase order. The North American Industrial Classification System (NAICS) Code is 541519 with a Small Business size standard of 500 employees. This action will be conducted in accordance with RFO FAR Parts 13. This notice is posted for informational purposes only and is not a request for competitive quotes. Interested firms must identify their interest and provide documentation demonstrating their capability (include detailed technical information and other technical literature) demonstrating the ability to meet the above requirements by e-mailing Contracting Officer Carol Jennings at Carol.Jennings@orem.doe.gov no later than 1500 pm Eastern Time on July 30, 2026. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. If potential offerors choose to submit information, past performance and references regarding capability to perform these services must be provided along with the statement of capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. The Government reserves the right not to compete the proposed purchase order based on responses received to this notice. This item may be awarded without further notice.
