Amendment 0004: In Attachment 7, the answer to Question 6 states "We are gathering the last 12 months of usage records and will post them in an upcoming update to the solicitation." However, after speaking with the requirement owner, they stated, "The requirement is for unlimited CONUS long-distance. Historical usage records are not available. Vendors should price their proposals to support unlimited CONUS long-distance as specified in PWS 2.1." Everything else reamins the same. AMENDMENT 0003: Attachment 7 - LTS Q and A has been updated to clarify a question regarding the 1 Oct start date. It is question 22 and in red ink. Everything else remains the same. AMENDMENT 0002: Attachment 7 - LTS Q and A are the answers to the received questions. The offer due date has been extended to 26 August 2026 12:00PM EDT. AMENDMENT 0001: An amendment has been issued to correct the following: - CE Local Telecommunication has been changed to DAFB Local Telecommunication - In Attachment 3_RFO 52.212-1 ADDENDUM, Section L, the deadline for questions about the requirement has been changed from 19 August 2026 12:00pm EST to 10 August 2026 12:00p.m EDT. Extracted from Attachment 1: 1.1. Objective: This requirement will provide essential Local Telecommunication Services (LTS) and features supporting Dover AFB, DE. Site specific equipment connectivity requirements are identified in Appendix 1, along with required features. This LTS will support the installation 24 hours a day/seven days a week/365 days a year (24/7/365). The Contractor awarded this LTS Contract will be offered the 1-year Base Period plus 4 Option years if performance is satisfactory. The Government retains the right to either extend the Contract or deny extension based on the satisfactory performance of the Contractor. 1.2. Background: This Performance Work Statement (PWS) establishes the performance-based requirements for Local Telecommunication Services (LTS) at Dover AFB. The 436th Communication Squadron (436 CS) serves as the Requiring Office (RO), and the 436th Contracting Squadron (436 CONS) serves as the administering contracting office. This performance-based approach, consistent with Department of the Air Force Instruction (DAFI) 63-138 "Acquisition of Services," encourages the Contractor to propose modern, efficient solutions rather than being limited to legacy systems. These services are considered Information Technology (IT) In Accordance With (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) 239.74 Telecommunications Services. The Air Force (AF) encourages the Contractor to identify or suggest improvements to existing LTS processes, operating procedures, systems, or applications to the Contracting Officer (CO). Please note Attachment 2_Quote Schedule has one-time costs and services that only apply to the base period. Please fill out all tabs accordingly. Attachment 3_RFO 52.212-1 ADDENDUM, Section L, has been tailored for this requirement and should be referenced along with the following instructions when submitting a quote. All terms and conditions of RFO52.212-1 remain in effect. Refer to Attachment 4_RFO 52.212-2 ADDENDUM, Section M to understand how submittals will be evaluated.
