Description

Booz Allen Hamilton Inc., McLean, Virginia (M95494-25-D-5001, P00005); Concurrent Technologies Corp., Johnstown, Pennsylvania (M95494-25-D-5002, P00005); and KPMG LLP, McLean, Virginia (M95494-25-D-5003, P00004), have been awarded modifications to previously awarded firm-fixed-price, cost-reimbursement, indefinite-delivery/indefinite-quantity, multiple-award contracts for professional support services in support of Marine Corps Installations Command Headquarters that will increase the shared maximum ordering value by a combined $96,718,238. These modifications bring the total aggregate ceiling to $198,145,615 and are executed pursuant to the attached Justification and Approval (J&A). This modification is necessary to address an unanticipated surge in high-priority, in-scope requirements driven by new Department of War (DoW) mandates, including the 2030 Barracks Initiative, enterprise-wide Facitlity Related Control Systems (FRCS) cybersecurity, and other needs identified in the Future Years Defense Program (FYDP). This action increases only the contract ceiling capacity and does not extend the current ordering period, which concludes on 5 November 2029, nor does it alter the scope of the base contracts. Statutory Authority: This action was executed on a basis of other than full and open competition (via a class Justification & Approval) pursuant to 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Government has determined that the existing Lot 1 prime contractors are the only sources capable of immediately absorbing this surge in critical requirements without causing unacceptable delays and substantial duplication of costs.
