Description

Contract Award Synopsis Contracting Office Address: Defense Commissary Agency (DeCA) Enterprise Acquisition Division (CCQE) 1300 E. Avenue Fort Lee, VA 23801 Subject: Sole-Source Bridge Contract Extension for Pest Management Services Closing Response Date: N/A Contact Point: David Mootz Contract Specialist david.mootz@deca.mil Robert French Contracting Officer robert.french@deca.mil Contract Award Number: HQC00526FE028 Contract Award Dollar Amount: $44,098.18 Contractor: Rentokil North America, Inc. 1125 Berkshire Blvd STE 150 Reading, PA 19610-1218 UEI: V387N16K2XN5 Description: This action is a firm-fixed-price modification to extend the period of performance for integrated pest management services at Defense Commissary Agency (DeCA) facilities across the United States for a 30-day period from July 1, 2026, to July 31, 2026. These services are critical for maintaining sanitary conditions at food-handling facilities. Authority and Justification: This contract action was awarded on a sole-source basis under the authority of 10 U.S.C. 3204(a)(2) as implemented by FAR 6.103-2, "Unusual and compelling urgency." The justification for this non-competitive action is based on the following: A delay in the award of the competitive follow-on contract created an urgent need to prevent a lapse in mission-critical services. The incumbent contractor, Rentokil North America, Inc., is the only source capable of providing uninterrupted service without causing unacceptable delays and operational risks to DeCA. A new vendor could not complete the required security checks, background investigations, and installation access requirements across numerous DoD locations within the short time available, which would jeopardize food safety and public health standards.
