Description

This Notice of Intent is provided to advise that the Government intends to negotiate a Sole Source contractual action via a Firm-Fixed-Price contract to Design Build Consortium, LLC, a Service Disabled, Veteran Owned Small Business (SDVOSB). The purpose of this action is to provide Construction Period Services (CPS) for Project 548-23-105 Upgrade Interior Signage and Wayfinding at the Thomas H. Corey VA Medical Center, located at 7305 N. Military Trail, West Palm Beach, FL, 33410-6400. NAICS code 541330 Engineering Services will apply to this procurement. Design Build Consortium, LLC was previously awarded a competitively bid contract to furnish 100% Construction Documents for this project. Although the current design contract is 100% complete, the period of performance for CPS has expired and the VA now has a need for the necessary Construction Period Services (CPS), which will allow for administration of this project throughout construction, utilizing this firm s construction design documents. Design Build Consortium, LLC has the experience and technical knowledge to continue to perform these services, without the duplication of costs, labor efforts and unwarranted time delays. The 100% Construction Documents were completed by Design Build Consortium, LLC for the original design of this project. This procurement will be made under 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by RFO 6.103-5 (Authorized or Required by Statute). The requirement will be awarded using the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) Sole source awards to a certified service-disabled veteran owned small business (SDVOSB) - up to $5,000,000. A Notice of Justification & Approval document will be made available via Contract Opportunities in accordance with FAR 6.301 after award. This is a notice of intent of a sole source contract and not a request for competitive proposals. No solicitation will be available or issued for this requirement. If a firm believes that VA should not pursue this sole source procurement with the AE firm Design Build Consortium, LLC then they should submit information by 5:00 pm (Eastern Time) on September 9, 2026, to Melissa Everett at Melissa.Everett@va.gov . No telephone responses/inquiries will be accepted. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
