Description

Notice of Intent: CUSTOM INDUCIBLE KNOCKIN MOUSE (PCA-NIDDK-02527) The National Institutes of Health intends to award a Firm-Fixed-Price Purchase Order to Ingenious Targeting Laboratory Inc. In accordance with FAR Part 6.302-1, Ingenious Targeting Laboratory Inc is the only responsible source presently identified as capable of satisfying the complete technical requirements of this Custom Inducible Knockin Mouse. The Government determined that CRISPR/Cas9 and custom mouse-model generation services are available from multiple sources. However, the Government's requirement is for a specific endogenous Gcm2 genomic modification, rather than generic CRISPR/Cas9 mouse generation. Alternative services offering Gcm2 expression through a heterologous promoter in a transgene do not satisfy this requirement because they do not modify the endogenous Gcm2 gene. Based on the market research conducted to date, Ingenious Targeting Laboratory Inc. is the only responsible source identified as capable of satisfying the Government's complete technical requirement. This notice is not a request for competitive quotes. Ingenious Targeting Laboratory Inc. is the provider of CRISPR/Cas9 precision genomic-editing services specifically suited to the generation of the required Gcm2 knock-in mouse line this service. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement. Please email responses to vensonm@mail.nih.gov no later than 09:00 a.m. EDT on September 01, 2026.
