Description

1. REQUIREMENT BACKGROUND & TRACKING: This Request for Information (RFI #4) is a continuation of the market research initiated under RFI #1, RFI #2, and RFI #3 (Related Notice ID: FA930027R6000-RFI03) for the temporarily designated 'ASTROS II' requirement. The Air Force Research Laboratory, Detachment 7 (AFRL Det 7/SST) conducted an Industry Day, Bus Tour, and One-on-One (1:1) sessions on 23 July 2026 at Edwards AFB. 2. AMENDMENT - RESPONSES TO INDUSTRY QUESTIONS: This notice is amended to provide the Government's responses to questions submitted by industry. The responses are provided in the attached "ASTROS II Industry Q&A Matrix." Disclaimer: The Government's responses to the questions are for informational purposes only. The Government is not obligated by any information provided in the responses. All information is subject to change before the release of the final solicitation. 3. PURPOSE OF THIS NOTICE (RFI #4): The original purpose of this notice was to: Provide the Industry Day Briefing Charts and Attendee Roster to all interested parties (attached). Establish a formal mechanism for industry to submit follow-up questions resulting from the Industry Day briefing, bus tour, and 1:1 sessions. Solicit targeted capability feedback on an additional government question regarding Systems Engineering. 4. SUBMISSION OF INDUSTRY QUESTIONS (VIA Q&A MATRIX): The submission period for industry questions is now closed. 5. ADDITIONAL GOVERNMENT QUESTION FOR INDUSTRY FEEDBACK: The submission period for the additional government question is now closed. 6. ASTROS II Final Industry Day Q&A and Notice of Transition to GSA eBuy The Government has completed its initial market research phase for the ASTROS II requirement and is publishing the final, consolidated Industry Day Q&A Government Responses document with this update. To align with Department of the Air Force directives to leverage existing strategically sourced vehicles, the ASTROS II solicitation will be competed as a Fair Opportunity Task Order under GSA OASIS+ Unrestricted (UR) in the Technical and Engineering Domain, Category 60206 (NAICS 541330, Exception 1 - Military and Aerospace Equipment) via GSA eBuy. Please note that the final Industry Day Q&A document and the Industry Day briefing slides will be formally provided as Reference Material for Information Only (FIO) in the forthcoming Fair Opportunity Proposal Request (FOPR). This SAM.gov notice will remain active for exactly 15 calendar days from today's date of August 6, 2026, to allow industry partners to download the final Q&A matrix and adjust their acquisition planning. Upon expiration of this 15-day window on August 21, 2026, the Government's automated system will formally archive this SAM.gov notice. Effective immediately, all future updates, draft documents, the formal FOPR, and proposal submissions will be handled exclusively through the secure GSA eBuy portal under the designated OASIS+ category. Only contractors holding a prime contract on this specific OASIS+ UR Domain and Category will have access to the solicitation. No further postings, updates, or Q&A responses will be made to this SAM.gov record. We thank all industry partners for their valuable feedback and participation during this market research phase.
