Description

Amendment 3: Clarification on scope of work and intent of utility mapping: This requirement is for a general survey of utility locations and irrigation systems for reference by the park maintenance staff. This survey will be used in the future to diagnose failures in the irrigation system and serve as a general reference for utility locations. This utility locating is not being performed in preparation for construction projects involving ground disturbance. Any future construction projects would require a utility location to be performed at that time and is not a part of this requirement. The end product of this survey will be digital and paper maps displaying the location of the aforementioned subsurface irrigation and utility lines. Site Visit Q&A: 1. The deliverable states a PDF - however the NPS uses GIS - geographic information systems and GPS/GNSS to map at high accuracy location of utilities. Can you confirm the deliverable format ?- we would recommend geodatabases with features layers for each of the utilities. And or Shape files in addition to a pdf. PDFs are not good for planning, maintenance and design you want to be able to go out with a receiver and locate mapped assets. A: It is not required but If the contractor provided GIS data in addition to that would be of benefit. I spoke with our GIS specialist, and they asked that if GIS data is sent, please send it in GIS ESRI file geodatabase format projected to UTM Zone 15, NAD83 (2011) 2. Does the NPS have any historical design or as-built documents for this property? Please confirm the following - please indicate what you have in the list below -Irrigation Plan and or design drawings -Planting Plan and or design drawings -Electrical Plan and or design drawings -Stormwater Management Plan or design drawings A: Yes, we have these as-builts and drawings. 3. For the above question, if these plans are available please confirm if they are in a digital format and if they what digital format. If they are paper only and scanned, please indicate that as well. A: We have paper, scanned, and digital copies. 4. Can contractor use a UTV with a towable locate device to conduct the survey? A: We would not allow UTVs or vehicles off paved surfaces. 5.The SOW states the entire property marked for utilities is approximately 91 acres then references approximately 45 acres. A: The approximately 45 acres is referencing the turf, and landscaped areas (non-paved surfaces). We have a general idea of the current utility locations, and the majority of the utilities are located in these areas and normally only cross under sections of paved surface. 6. Can drones be used? The general policy of the National Park Service is that drones may not be used as recreational use of drones is prohibited. An exception to this policy may be obtained provided the contractor can provide a reasonable explanation for why a drone must be utilized. Drone pilot will be required to have and provide the necessary Federal Aviation Administration Commercial Remote Pilot licensure. 7. Can contractor use marking paint and/or other marking devices? A: Yes, we would ask though that the contractor limit markings as much as possible and refrain from any marking on improved surfaces (e.g. concrete, pavement, etc.) Amendment 2 - Provide updated copy of courtesy copy of combined synopsis-solicitation. (vi) The National Park Service (NPS) is seeking quotes for mapping of subsurface utilities and irrigation lines throughout Gateway Arch NP in accordance with the statement of work with the ultimate goal being a map of a non-survey grade map of all subsurface utilities and irrigation lines. Total survey area is approximately 45 acresThe requested quote shall consist of a single line item for the total quote for sediment removal and inspection. Key dates: Site visit: 3 September 2026 at 11:00 CDT (see below for more information) Quotes due by 10 September 2026 at 17:00 CDT (vii) Performance to occur within 60 days of award.
