Description

The U.S. Army Corps of Engineers (USACE), New York District, plans to solicit and award for a Firm-Fixed-Price (FFP) contract for the procurement and installation of tenant improvements at existing Armed Forces Recruiting Centers located in Central and South Jersey, New Jersey. The work will be executed in Fiscal Year 2026. 1. This notification serves three (3) purposes: A. To notify potential bidders of the Government's intent to solicit specific brand-name-only components for this project. B. To identify potential sources that can provide a fully equivalent and compatible system to the brand-name items listed below. C. To provide formal notification of the Army's intent to solicit brand-name components as described in the approved Justification and Approval (J&A). 2. Summary of Brand-Name Requirements To maintain nationwide standardization, compliance, and warranty support across all Armed Forces Recruiting Facilities, USACE requires the use of specific brand-name components. The Government will not purchase these items directly; rather, it will require that the awarded contractor incorporate these specific brand-name parts into their construction proposals as part of a complete, functioning system. The brand-name items required are specified in the Military Recruiting Facilities Construction Specifications (Appendix A) and include, but are not limited to, the following: Manufacturer / System Required Components / Systems Aiphone IXG Series Video Intercom Entry Control System components. Securitron / ASSA ABLOY Proprietary keypad controllers and integrated door hardware. Hanwha Vision Specific CCTV integration and Network Video Recorder (NVR) components. NETGEAR Specific branded network switch (port) components for the security board. 3. Submission of Capability Statements This is not a request for competitive proposals. No solicitation package is available at this time. However, any interested firm that believes it can provide an equivalent and fully compatible system that meets all requirements of the Military Recruiting Facilities Construction Specifications may submit a capability statement. The statement must provide clear and convincing evidence of the system's technical equivalence and compatibility with the existing nationwide infrastructure. All capability statements must be submitted via email to the Points of Contact listed below and must be received within 15 calendar days of this notice's publication date. 4. Any vendor that wishes to provide an alternate source to the brand names above that is compatible with the above must provide a response with data supporting the claim within 15 business days of this announcement to New York District Corps of Engineering, Contracting Division. This is a market survey and notification of intent only. This is not a request to respond to a solicitation. This requirement will be solicited at a future date.
