Description

AMENDMENT 0004 HAS BEEN ADDED. Surge Support CLINS have been added to the solicitation. The word "optional" in regards to surge support has been removed from the PWS. Addendum 52.212-1 and 52.212-2 have also been corrected to add the surge CLIN information. Revised ocuments have been uploaded. No other changes have been made. AMENDMENT 0003 HAS BEEN ADDED. Verbiage in the PWS paragraph 1.3.8. has been added stating "When the Government require optional surge support, the contract will be modified at the rate specified for the baseline instructional CLINs (X001)." Amendment 0003 and the updated PWS is attached. No other changes have been made. AMENDMENT 0002 HAS BEEN ADDED. Changes include an updated Attachment 1 RFO 52.212-1 Addendum Revision2 and Attachment 2 RFO 52.212-2 Addendum Revision2 removing the .csv file from the Technical Proposal page count. No other changes have been made. AMENDMENT 0001 HAS BEEN ADDED. Changes include Updated Attachment 1 RFO 52.212-1 Addendum (Rev1), Attachment 2 RFO 52.212-2 Addendum (Rev1), Attachment 3 eMentor PWS (Rev1), Attachment 5 Past Performance Questionnaire REVISED. Removed CLINS 0002, 1002, 2002 and renumber CLIN 2003 to 2002. New Proposal Due Date is 24 June 2026 at 12:00 p.m. CDT. Add Questions and Answers. No further questions will be received or answered . ATTACHMENT 1 RFO 52.212-1 ADDENDUM REV1 has been added to change the due date to match this posting and the front page of the solicitation. The correct proposal due date is 15 Jun 2026 at 12:00 CDT. ALL QUESTIONS ARE DUE BY 26 MAY 2026 AT 1:00 P.M. CDT Summary of Critical Performance Requirements: 1. Instructional Delivery: The contractor must provide live, synchronous, instructor-led foreign language instruction based on the Government-provided curriculum, syllabi, and assessment rubrics. Instructors are expected to tailor the delivery of these materials to create a student-centered learning environment that addresses individual needs while aligning with the Government's language, culture, and mission context (ILR skill matrix, AFCLC's "Twelve Domains of Culture," AFCLC/LEAP mission). 2. Day-One Readiness: The contractor must demonstrate immediate capability to staff instructors for all PWS-defined Priority One languages at contract start. 3. UCC Platform: The contractor must provide a PWS-compliant Unified Communications and Collaboration (UCC) platform that meets all minimum technical and security specifications. 4. Government-Directed Operations: The contractor must operate within the Government's LEaDeR-centric framework, using LEaDeR as the system of record and serving as a data provider to that system without imposing additional technical burdens. Assessment of Military Unique vs. Commercial Requirements: The requirement is a hybrid, with both commercial and military-unique elements tied to the critical performance requirements listed above. 1. Instructional Delivery: The core service of live, online language instruction is commercial. However, the requirement for instruction to be delivered in accordance with the Government-provided instructional framework and tailored toward the professional needs of LEAP Scholars makes this aspect military-unique.
