Description

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to Cayman Chemical Company, Inc. for the design, manufacture, distribution, and associated laboratory support services for the Emergent Drug Panel-Version 2 (EDP-V2) Kit, a new product line addition within CDC's Traceable Opioid Material (TOM ) Kit program, and continued distribution, product support, and data collection services for existing Emergent Drug Panel (EDP) Kit products. The anticipated period of performance is 09/30/2026 through 09/29/2027. The requirement will include four option years for design and manufacture of additional kits as well as continuous distribution. The Government intends to solicit and negotiate with only one source under the authority of FAR 12.102(a). CDC requires a contractor to: 1. Design and manufacture EDP-V2 kits containing reference materials for emerging synthetic opioids and related drugs of concern (including synthetic opioids, novel benzodiazepines, synthetic cathinones, and related novel psychoactive substances) contributing to the opioid epidemic, meeting or exceeding Current Good Manufacturing Practice (cGMP) standards; 2. Obtain and maintain a DEA exemption/registration status enabling distribution of controlled and non-controlled reference materials to CDC-approved laboratories; 3. Distribute EDP-V2 kits and all other existing EDP Kit product lines to approved laboratories nationally; 4. Provide ongoing product support, customer service, and technical assistance to recipient laboratories for all EDP Kit products; 5. Collect, maintain, and report kit distribution and use-case metrics to CDC in accordance with OMB-approved data collection requirements; and 6. Conduct stability testing on existing EDP Kit materials nearing expiration to determine potential for shelf-life extension. This notice of intent is not a request for competitive quotations; however, all quotations/responses received prior to the date and time below will be considered by the government. NOTE: Interested vendors must clearly provide evidence of their capability to be considered. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
