Amendment 0002: The purpose of this amendment is to extend the RFQ deadline to 5:00 PM (PST) on 16 SEPTEMBER 2026 and to attach Questions and Answers. The deadline for questions has been extended to 14 September 2026. Amendment 0001: The purpose of this amendment is to attach DD254 Security Clearance form. ___________________________________________________________________________________________________ COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.2 Solicitation, Evaluation and Award of the Revolutionary FAR Overhaul (RFO) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) code for this project is 541720, Research and Development in the Social Sciences and Humanities, with a size standard of 28 (millions of dollars). Solicitation number N00244-26-Q-0108 is issued as a Request for Quotation (RFQ) for specialized professional research, technical-advisory services, and geopolitical analysis in accordance with the PWS provided herein. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This contract is anticipated to be awarded as a firm fixed priced (FFP) contract, following instructions within this solicitation listed under 52.212-1 Instructions to Quoters -- Commercial Items and evaluated under 52.212-2 --Evaluation -- Commercial Items. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) requests responses from qualified sources capable of providing the following services: (ii) Contractor shall provide specialized professional research, technical-advisory services, and geopolitical analysis services in accordance with the PWS provided herein for Naval Postgraduate School (NPS) in accordance with the attached Performance Work Statement (PWS). Please see the PWS in Section C for more details. (iii) Period of Production: 12-month base period followed by two (2) 12-month option periods (iv) See Section I for a list of applicable Provisions (v) See Section I for a list of applicable Clauses (vi) Solicitation Deadline: This combined synopsis/solicitation will close at 5:00 PM (PST) on 14 SEPTEMBER 2026. The Government will attempt to answer all questions in a timely manner and will be made available publicly. However, question(s) submitted near the solicitation closing date may not provide sufficient time for the Government to respond. Therefore, offerors are hereby directed to submit question(s) not later than 3:00 PM (PST) on 10 SEPTEMBER 2026.
