Special Notice Special Notice Page 3 of 3 Special Notice Page 1 of 3 Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a 6-month base period plus two (2) option periods with Missouri University of Science & Technology (MS&T). The requirement is for the construction of a biodegradable polylactic-co-glycolic acid (PLGA) fiber scaffold. Contract tasks with the associated deliverables: Production of PLGA fibers and screen degradation profile. Coating of mRNA-LNP onto fibers and analyses. Production of the best PLGA fibers. : Missouri University of Science & Technology (MS&T) is the exclusive producer and distributor of electrospun acid fibers and associated services. The PLGA fiber scaffold is constructed to allow binding and releasing mRNA-LNP vaccines against HIV. This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements and VHAPM Part 813.106-1(b), Other Than Full and Open Competition less than SAT for Open Market Items. This is because the Government asserts that Missouri University of Science & Technology (MS&T), is the only contractor that can produce these specific services required by the Research and Development Service at Bronx VA Medical Center. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
