Description

Notice of Intent for Stamford Hurricane Barrier Control Systems Replacement Rockwell Automation Under the authority of RFO 6.103-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, the purchase and installation of the control system hardware and proprietary programming software to Rockwell Automation for the upcoming Stamford Hurricane Barrier Control System Replacement project. The Stamford Hurricane Barrier is a critical life-safety public infrastructure asset providing immediate flood and storm protection to the region. Specifying Rockwell Automation is essential to the Government's requirement for the following reasons: USACE New England District (NAE) possesses exclusive, in-house engineering expertise in Rockwell Automation platforms. By standardizing Rockwell, NAE s in-house staff will perform the system programming, installation oversight, and final commissioning at a direct labor cost of $0 to the contract. Procuring a non-Rockwell system would force the Government to procure external, specialized contractor integration services and purchase redundant diagnostic hardware/software and retraining of NAE personnel. The barrier must be activated at a moment's notice during severe weather events. Currently, NAE s in-house Rockwell experts provide immediate, 24/7 emergency troubleshooting. Utilizing a different platform would render the Government entirely dependent on external contractors for emergency support, introducing an unacceptable delay in emergency response times during critical storm events. Submission of Capabilities: THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS OR A SOLICITATION. A solicitation will be issued at a later date. However, any firm that believes it can provide an alternative control system platform that meets the technical requirements of the Stamford Hurricane Barrier AND can demonstrate how doing so would not result in a substantial duplication of cost or an unacceptable delay in emergency response for the Government may submit a capability statement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Stamford Hurricane Barrier Control Systems Replacement. The Government is not obligated to and will not pay for any information received from potential sources because of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Stamford Hurricane Barrier Control Systems Replacement solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
