Sole-Source Contract Award Notice Awarding Agency: Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) Vendor: Global Venture Consulting Contract Number: 191NLE26C0042 Contract Type: Firm-Fixed-Price Period of Performance: August 1, 2026 December 31, 2026 (extendable through December 31, 2028) Authority This contract was awarded under 41 U.S.C. 3304, as implemented by FAR Subpart 6.3, and justified under FAR 6.302-1 (only one responsible source). No solicitation was issued, and no quotes or proposals were requested. INL Mission and Alignment with Administration Priorities INL develops policies and programs to combat international narcotics trafficking and transnational crime. This mission directly supports the Administration's America First priorities by: Reducing the flow of illegal drugs into the United States; and Minimizing the impact of international crime on American citizens and national security. To achieve these goals, INL partners with allied governments to strengthen their criminal justice systems and law enforcement capacity, helping partner nations combat crime and narcotics trafficking before threats reach U.S. borders. Project Overview Illicit gold mining and smuggling in Guyana and Suriname undermine regional security, fuel transnational criminal networks, and deprive both governments of critical tax revenue. Informal artisanal mining sectors create vulnerabilities that traffickers exploit to launder illegally mined gold from Venezuela, Brazil, and French Guiana into the legal market. The proceeds frequently finance narcotics trafficking and money laundering, further eroding government authority and threatening regional stability.
