Description

The Mission and Installation Contracting Command Fort Bliss, Texas is issuing this solicitation to identify parties having an interest in and the resources to support the requirement for Furnishings Movers & Handlers. The intention is to procure these services on a competitive basis The Mission and Installation Contracting Command (MICC) at Fort Bliss, TX, has a requirement for a contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the duties of a Furnishings Movers & Handlers Company as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS). The contractor shall perform to the standards in this contract. Offerors shall submit their proposals electronically via email to the primary and secondary points of contact listed above no later than the specified response date and time. The submission shall consist of two (3) separate volumes: Volume I - Price Proposal: The Offeror shall submit a completed pricing schedule for CLIN 0001 covering the initial 12?month firm?fixed?price period. The Offeror shall also provide prices for Option Year CLINs 1001, 2001, 3001, and 4001, and a separate price for CLIN 5001 for the (6) six?month extension under FAR 52.217?8. All CLINs will be evaluated for completeness and price reasonableness. Volume II - Technical Proposal: A detailed narrative addressing how the offeror will meet all requirements in the Performance Work Statement and Technical Exhibits. Do not include any pricing information in this volume. Volume III- Phase In: A 72-hour phase-in period will commence upon contract award. The purpose of this period is to ensure the contractor is fully prepared to begin performance in accordance with the PWS The contractor shall use this time to finalize all arrangements, including personnel, facilities, and materials. Full performance in accordance with the solicitation requirements shall begin immediately following the conclusion of the 72-hour phase-in period. All question responses regarding this solicitation must be submitted by email no later than 31 July 2026 at 09:00 AM MST to ensure the Government can provide a timely response. All official Government responses will be issued through a written amendment to the solicitation.
