Description

The Year 5 Design-to-Outcome (DTO4) task order logically extends the design execution initiated in Year 4 under the DTO4 and Core Task Order (CTO4). These Year 4 efforts, in turn, built upon the foundation established in Year 3 with DTO3 and CTO3, which themselves followed the competitively awarded Year 2 DTO2 and CTO2 and prior to that Year 1 DTO1 and CTO1. DTO1 established the initial design for transforming PEO DHMS, its program offices, and FEHRM into a leading technology organization. CTO1 then implemented that initial design. Subsequent task orders, including DTO4, progressively refined and expanded upon the previous work, creating a continuous and evolving design execution.
