Description
Proposals from all Business Concerns will be accepted for Project VI DPC A34(1) Veterans Drive Contract 2 Improvements to RTE 30. Solicitation Number 693C73-26-R-000014, located in St. Thomas, USVI. The project consists of the reconstruction and addition of new lanes for a continuous four-lane roadway with two lanes in each direction for an approximate distance of 2052 ft. (0.39 mi). The work includes widening and reconstruction of Veterans Drive, enhance pedestrian and vehicular safety, and improve drainage of the roadway and other miscellaneous work. The project will be split into multiple work schedules/contract options, with the cost for all the work schedules is estimated to be between $80,000,000 to $90,000,000. Contract Award/Notice to Proceed is subject to the receipt of permits. Bid documents should be issued on or about November 6, 2025. Bid due date and location will be specified on the SF 1442, Block 13a of the Solicitation. Offerors will be required to submit a technical proposal in addition to cost proposal. The Solicitation will include further information on these requirements. All documents can be directly downloaded from this website. Solicitation documents will no longer be mailed. If firms do not register as an interested vendor at this website, there will be no Interested Vendors List. Annual Representations and Certifications FAR 52.204-8 (OCT 2025) (DEVIATION XXX 2025). The Representations and Certifications must be completed online at www.sam.gov. The required annual Form VETS-4212 must also be completed online at http://www.dol.gov/vets/vets4212.htm per FAR 52.222-37. IMPORTANT PAYMENT REQUIREMENT In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database at the time an offer is submitted. Also, FAR clause 52.232-33 requires SAM registration for payment. SAM registration is available online at the following Internet web address: www.sam.gov. IMPORTANT SUBCONTRACTING PLAN REQUIREMENTS For purposes of this Contract, the DBE subcontracting goal is 27 percent (27%) as determined by the Virgin Islands Department of Public Works (VIDPW) with the concurrence of the Contracting Officer. This Contract will be awarded only to the low responsive and responsible bidder who meets this goal or who demonstrates good faith efforts to do so. Failure to make a good faith effort is defined as willful or intentional failure to perform in accordance with the requirements of this Contract, or willful or intentional action to frustrate the achievement of the Subcontracting Plan, if applicable. Guidance on what constitutes good faith efforts is described in the VIDPW's approved DBE Program. Copies of the program can be obtained from the VIDPW's DBE Liaison Officer. For copies of the current DBE Directory contact the VIDPW's DBE Liaison Officer. The Contracting Officer, the Contracting Officer s Representative, and the VIDPW's DBE Liaison Officer are responsible for approving a reasonable and realistic plan. PLEASE NOTE For security reasons, individuals requiring access to all government buildings must present a valid photo ID. All visitors must sign in at the main entrance of the Quantum Park facility and wait for a Government employee from Eastern Federal Lands Highway Division (EFLHD). A Government employee will collect all proposals. Please Note: This solicitation is a Request for Proposal (RFP). Therefore, there will not be a public bid opening and proposals are not available for review.
