Description

Marine Corps Installations East intends to procure Multi-Function Device (MFDs) Leasing and Support Services outlined below, on a sole source basis from Cartridge Technologies LLC. , in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 12.102(a) for purchases not exceeding the simplified acquisition threshold and only one source reasonably available. The North American Industry Classification System (NAICS) code for this procurement is 532420 with $40,000,000 size standard. Usage of a less capable provider in place Cartridge Technologies, LLC. would result in significant negative operational impacts to MCB Camp Lejeune, Engineer School. DLA is the Department of War's (DOW) single manager for document services, including leased Multi-functional Devices (MFDs). Due to the extended Government shutdown at the beginning of Fiscal Year 2026, multiple activities were unable to provide the necessary funds required for them to keep their in-place MFD s and DLA-sourced support services. Consequently, numerous periods of performance ended on 1 April 2026. To maintain operational continuity and bridge services until the next fiscal cycle's period of performance, DLA issued a temporary exception to policy. This waiver authorizes activities to utilize non-DLA contracting resources to secure essential leasing and support services from the sole responsible source, Cartridge Technologies, LLC. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notice to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by 9 October 2026, by 11:59 AM Eastern Time.
