Description

The Executive Office for United States Attorneys (EOUSA), intends to solicit and award a Purchase Order to ECG, Inc., located at Digital Intelligence, Inc. 17165 W. Glendale Dr., New Berlin, WI 53151, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirement. The EOUSA anticipates award of a Purchase Order, on a sole source basis, to Digital Intelligence, Inc. for NIMBUS Case and Quality Management Software. EOUSA plans to implement a new case management application that improves EOUSA Threat Analysis and Investigations chain of custody and streamlines all requirements for Cyber Defense, Threat Analysis and Investigations teams. Full Life Cycle Chain of Custody Tracking for all evidence items, data, information, and correspondence collected and analyzed. Establish efficiency, consistency and uniformity of evidence collection and identification via Integrated custom evidence intake templates and workflow automation. Prohibiting official submission of evidence items without satisfying the EOUSA established requisite information and descriptors via Integrated evidence submission workflow automation. Management and Tracking Cases across multiple CSS Staffs (Threat, DA&I and SOC) Independent Case management across Incident Response, Digital Forensics, and Insider Threat to Ensure Case Integrity. Prevention of Unauthorized access or knowledge by other ticketing Administrators (Privacy & Civil Liberties) Cross-Vertical Collaboration while prohibiting co-mingling of case data or spoilage of original digital evidence. Role Based Permissions Integrated workflow automation prohibiting investigative or analytical actions without prior satisfaction of EOUSA established requisites and/or management approval. Managed Request Queues and Personnel Assignments Unified Reporting of Cross-Vertical Incident Analyses Exhibit Management Streamlining support to law enforcement investigations and facilitating investigator access to systems for evidence collection and review of on-going work product. Coordination with the DOJ Insider Threat Prevention and Detection Program (ITPDP) and USA stakeholder organizations Compliance DOJ Order 0904 and DOJ Order 0908 Simplified Management Metrics Reporting - CISO and CIO Required tracking and reporting of all activities to the EOUSA CIO and CISO. Simplified Operational Metrics Reporting - (Ex. Evidence Sources reviewed, Examiner Hours per Case or Evidence Item). Mechanism to track digital analysis tool usage, and personnel labor hours for budgetary requirements. Compatible with Okta and Sailpoint for account management. Disaster Recovery mechanism for preservation and continuity of evidence items and historical case information in alignment with retention policy requirements. This notice is not a request for competitive quotations. A Request for Quote will not be available for this requirement. The intent of this solicitation is for informational purposes only. However, any information received within five days after the date of publication of this notice will be considered by the Government.
