Amended changes to this opportunity: None currently. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------- This is a Combined Synopsis/Solicitation for Robinson 44 Flight Support. TPS Qualitative Evaluation (TPS/QE) requires a rotorcraft-type aircraft to conduct QE flights for TPS students as required per the TPS Master Curricula. Flight operations are to be conducted at Edwards AFB, CA. Contract to be awarded under Firm Fixed Price (FFP) terms. Please see the attached Performance Work Statement (PWS) for more details. (i) This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in RFO Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a commerical acquisition with a small business set-aside. (ii) **Please provide the full solicitation number on all packages** Interested parties who believe they can meet all the requirements for the products described in this synopsis are invited to submit, in writing, a complete quote. Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted. This solicitation is issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2026-01, DFARS Change 11/10/2025, and DAFAC 2025-1016. (iv) The North American Industry Classification System (NAICS) number for this acquisition is 611512 Flight Training with a size standard of $34M. (v) Period of Performance: 01 Sep 2026 - 30 Aug 2027. (vi) The provision at RFO 52.212-1, Instructions to Offerors Commercial Products and Commercial Services (Sep 2023), applies to this acquisition. If vendor does not provide a full response, it will be found unresponsive*** Basis of Award: Award will be made to the offeror with the lowest price technically acceptable. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis. Offerors shall propose in accordance with the attached CLIN structure. Specified in the attached Bid Sheet It is the government s intent to award without discussions. Therefore, each initial quote should contain the offeror s best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.
