Description

The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and award a firm-fixed price Delivery Order under a Basic Ordering Agreement (BOA) to GE Aviation Systems Limited, Cheltenham Road Bishops Cleeve, Cheltenham, GL52 8SF, United Kingdom on a sole source basis for: The procurement of Cyber and Operations Security (OPSEC) requirements. The Delivery Order is in-scope to the terms of the Basic Contract for procurement and delivery of Cyber Security Implementation Plan (CSIP) and OPSEC activities. This action is being awarded on a sole source basis to GE Aviation Systems Limited in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 3204(a)(1), as implemented by FAR Part 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. GE Aviation is the only known source that possesses the necessary cyber security practices required to establish and implement an internal CSIP and OPSEC plan for protection of the Government data specific to this effort. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.103. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
