Description
This project is set-aside for Total Small Business. The North American Industry Classification System (NAICS) code for this project is 237130. The small business size standard is no greater than $45 million in average annual receipts over the past three years. Only offers from firms that are certified to meet both the small business status and the size standard will be considered. You may contact your local U.S. Small Business Administration (SBA) office (federal, not state office) for more information on the Small Business programs. Your local SBA offices contact information may be found by accessing the SBA website (www.sba.gov). The construction project magnitude is between $5,000,000 and $10,000,000. Funds are not presently available for this acquisition. The Government anticipates funds will become available prior to award as this action has been identified on the National Guard priority list. No contract award will be made until appropriated funds are made available. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors. No contract award will be made until appropriated funds are made available. Persons intending to submit a bid are strongly encouraged to attend the Pre-Bid Conference and Site Visit on 11 September 2025 at 9:00 a.m. Central Standard Time. The project consists of the contractor shall install on the south facing roof top of Building 4513, the PV solar panels with supporting inverters and battery backup systems. The existing generator at Building 4513 shall be reworked and augmented with newly installed solar panels and battery storage to create a high-resiliency 480-volt grid-stabilization system. On the south facing roof of Building 4455, the contractor will construct and install up to seven (7) 50kW sections of PV Solar panel. This augments Building 4513 with PV solar for clean renewable energy usage offset, tying into the grid stabilization system installed on Building 4513. Per the attached Statement of Work (SOW), drawings and specifications. The Government will award a contract resulting from this solicitation to the responsible bidder whose bid conforming to the solicitation will be most advantageous to the Government, considering price and other price-related factors. The contracting officer will award to the bidder whose bid represents best overall value to the Government. The Government intends to make award without discussions. However, the Government reserves the right to hold discussions if it is in the best interest of the Government to do so. Bidders must provide information on price, delivery, Tax ID number, Cage Code and UEI number. Additionally, your company must be registered in the System for Award Management (SAM) System as well as registered and have completed the online Reps and Certs at the following website: https://www.sam.gov . Formal communications such as request for clarifications and/or information concerning this solicitation must be submitted in writing or via e-mail to the address below. All answers (on a non-attribution basis) will be posted on the SAM.gov (https://www.sam.gov) web site. They will be contained in a document titled Questions and Answers. Bidders are requested to submit questions to the email address noted below not later than 25 September 2025 at 10:00 a.m. Central Standard Time. Terms of the solicitation and specification remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation shall apply. Award can only be made to contractors registered in System for Award Management (https://www.sam.gov). Bids are due, by 12 November 2025, 12:00 p.m. Central Standard Time.
