Notice Type Special Notice Intent to Award SDVOSB Sole Source (VAAR 819.7007) Title Intent to Sole Source Lumenis BE Digital Trio Laser System for Carl Vinson VA Medical Center Agency / Office Department of Veterans Affairs Veterans Health Administration Carl Vinson VA Medical Center Dublin, GA NAICS Code 339112 Surgical and Medical Instrument Manufacturing PSC Code 6515 Medical and Surgical Instruments, Equipment, and Supplies Description The Department of Veterans Affairs, Carl Vinson VA Medical Center, intends to award a single award, open market SDVOSB sole source contract to Melling Medical LLC for the purchase of one (1) Lumenis BE Digital Trio All in One Laser System, required for integrated SLT/YAG/photocoagulation ophthalmic procedures. Market research conducted in accordance with FAR Part 10 and VAAR 810 confirmed that: The current operating room ophthalmic laser system is end of life and requires replacement. The Lumenis BE Digital Trio is the only platform capable of providing the required SLT/YAG/photocoagulation capabilities in a single clinically integrated system. The product is manufactured in the United States by Lumenis BE, Inc., a large business. Melling Medical LLC (SDVOSB) is the sole authorized distributor able to provide this system in the U.S. market. No other SDVOSB, VOSB, small business, or large business suppliers were identified in SAM.gov capable of providing the required brand name system or an equal item. Therefore, the VA intends to award this requirement as an SDVOSB Sole Source in accordance with VAAR 819.7007. Justification for Sole Source The Government determined that only one responsible SDVOSB source Melling Medical LLC is capable of providing the required brand name item. No equal products meet clinical specifications. The manufacturer s distribution model restricts authorized U.S. sales to this SDVOSB vendor. Clinical Resource Hub ophthalmology consultation confirmed the Lumenis system is the only clinically acceptable solution. This action falls below the $7.5 million SDVOSB sole source threshold, and price reasonableness will be evaluated against prior VA purchases. No solicitation will be issued. However, parties who believe they can provide an item that meets the brand name functional equivalency may submit capability statements by email before the closing date listed in the notice. Responses must demonstrate clear technical ability to provide an equal system meeting all required integrated SLT/YAG/photocoagulation clinical capabilities.
