Description

Amendment 0001- The purpose of this amendment is to provide the responses to all RFIs submitted by the August 24th deadline. Additional questions will only be accepted if they relate directly to one of the government responses. Follow-up questions must be submitted by August 28th, at 1200 JST. As of now, there will not be an extension in the proposal submission deadline. If an updated SOW and drawings are not provided before the deadline, the answers in the RFIs will take precedence over any conflicting information within the documents. All other terms and conditions remain the same. The 356th Expeditionary Theater Support Group (356 ETSG/CONS) Contracting Office is posting this solicitation for two (2) design-build construction projects to deliver storage shelters at Misawa Air Base, Japan. Complete project requirements, technical specifications, and performance parameters are detailed in the corresponding attached draft Statement of Work (SOW) and project drawings. The following are the ROMs for each site: Project Magnitude / ROM (Rough Order of Magnitude): Site 1 (C-1) Applicable Proposal ROM: $1,000,000 to $5,000,000 Site 2 (A-1) Applicable Proposal ROM: $3,000,000 to $7,000,000 1. Critical Acquisition Milestones & Deadlines Please review the timeline below carefully. Late submissions or questions will not be entertained unless explicitly authorized by the Contracting Officer. All times are in Japan Standard Time (JST). Site Visit (Completed): An organized pre-solicitation site visit was held on 03 August 2026. No secondary or additional site visits will be hosted. Additional RFI Deadline: 21 August 2026 @ 09:00 AM JST. Additional RFIs must be sent via email to both designated POCs (see below) by this deadline to be answered. RFI Responses Posted: The government's RFI responses will be posted as an amendment to this notice no later than 24 August 2026. With the RFIs, the final SOW, drawings and related updates will be provided as well. Proposal Submission Due Date: 11 September 2026 @ 12:00PM JST. Multiple or Single Award: At this time, the Government intends to make two separate awards (one contract for each site) to the responsible Offeror(s) whose proposal(s) provide the best value to the Government. There is a possibility of one single award, but it is not guaranteed. The Government will conduct two distinct evaluations- one for Site 1 and one for Site 2. Offerors may win one site, both sites, or neither site. 2. Important Submission & Evaluation Instructions Request for Information (RFI) Ground Rules: Resulting from the August 3rd site visit, RFIs were submitted and are currently in the process of being answered. Once the formal RFI responses are posted by August 24th, additional questions will only be accepted if they relate directly to one of the published government responses. This process may result in an extended proposal submission window, but does not guarantee additional response time. Proposal Due Date Clarification: Please ignore any system-generated defaults on SAM.gov or within the SF 1447 block that state "03:00 GMT" as the submission deadline. The official, legally binding deadline for proposal receipt is September 11th, 2026, at 12:00 PM JST. Evaluation Guidelines: The full SF 1447 solicitation document contains all guidelines for proposal submission (Section L) and the evaluation factors for award (Section M). These instructions and evaluation factors will only be amended to correct clerical errors or clear up misunderstandings. 3.
