Attached is a Justification for Other than Full and Open Competition (JOFOC) for a noncompetitive modification to IDIQ Contract No. 31310023D0004 (Charter Contract). The contract is for the continued operation of the Center for Nuclear Waste Regulatory Analyses (CNWRA), the NRC s Federally Funded Research and Development Center (FFRDC). CNWRA provides specialized long-term research and technical assistance to support NRC s waste management program free of Organizational Conflict of Interest (OCOI).
