Description

7/30/2026: PCL requirements change from Tier 1 to Tier 3 Secret Clearance. 7/28/2026: updated Gvt Response Guide: this amendment is issued to attach the updated Government Response Guide, which addresses vendor questions regarding the enterprise scope, system requirements, travel, and transition timelines. Also extend solicitation due date to 16:30 Pacific Standard Time (PST), Friday, 14 August 2026. Via E-mail: ryan.c.tung.civ@mail.mil. 7/22/2026: updated Gvt Response Guide to include information about CAC card access requirement. The Department of War (DoW) Defense Microelectronics Activity (DMEA) Directors Action Group (DAG) requires professional, technical, and system integration services to maintain, assess, and remediate its enterprise-wide risk management (ERM) and risk management and internal control (RMIC) program. This solicitation is issued as an RFQ under open-market commercial simplified procedures. The Government intends to award a single contract resulting from this solicitation without discussions. Offerors are cautioned to submit their best technical and pricing terms initially. This RFQ is available only to 13 CFR 127.300 certified Women Owned Small Business (WOSB). Security Requirements: This acquisition does not require a facility clearance, but contractor personnel being issued Government Laptop will require Tier 3 (Secret) investigation. Generally, performance of this contract will require access to Controlled Unclassified Information (CUI) only. The contractor must provide adequate security to safeguard CUI in accordance with DoDI 5200.48, NIST SP 800-171, and DFARS 252.204-7012 (Safeguarding Covered Defense Information and Cyber Incident Reporting).
