USCGC Sycamore Technical Assistance for Reduction Gear

This has been posted for information purposes only and has been awarded VIA JOTFOC The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract, as detailed in the attached Statement of Work. This requirement consists of performing all on-site labor and services for technical assistance for Reduction Gear troubleshooting in support of the USCGC Sycamore. All work must be performed on-site at 47 Chandler St Pier 2 Newport, RI 02841. The planned Period of Performance (PoP) is from 20JUL2026 through 25JUL2026. This acquisition is a 100% total small business set-aside under NAICS code 811310 with a corresponding small business size standard of 125. The applicable Product Service Code is J020. The Government will award a contract resulting from this solicitation to the responsible o?eror whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate o?ers: 1. Technical Capability (Pass/Fail) 2. Past Performance (Pass/Fail) 3. Total Price A quotation must receive an Acceptable rating for all non-price factors to be eligible for award. Among all acceptable quotations, award will be made to the responsible o?eror submitting the lowest evaluated price. To establish Technical Capability (Pass/Fail), the quotation must demonstrate a clear understanding of the work statement requirements, conform strictly to all specifications in the attached Statement of Work, and provide any adequate capability and corporate experience documentation required by the solicitation. Failure to meet these criteria will render the quotation unacceptable. The Government will evaluate recent (completed within the last three years) and relevant past performance to assess the likelihood of successful performance. Past performance will be evaluated on an acceptable or unacceptable basis. To receive an acceptable rating, past performance must demonstrate a rating of satisfactory or higher performance of similar work. O?erors without recent or relevant past performance will be assessed as "Neutral" and considered acceptable for award. Past performance demonstrating marginal or below performance is unacceptable. O?erors shall identify all subcontractors anticipated to perform work under this contract. For each subcontractor, the o?eror shall provide the subcontractor s name, address, point of contact, phone number, the specific work items/specifications they will perform, and the percentage of work they will execute. Submit o?ers electronically via email to the points of contact identified in this notice. The Government does not prescribe a specific quotation format. O?erors must submit a quotation that clearly identifies the items o?ered and demonstrates compliance with the stated requirements. Submissions must be complete, clear, and presented in a format that allows e?ective evaluation by the Government. Submit all questions via email to the points of contact identified in this notice. The Government will not accept telephone inquiries. Submit o?ers on a firm-fixed-price basis. Prices must be all-inclusive and must cover all costs associated with providing the services including but not limited to manufacturing, packaging, handling, transportation, duties, tari?s, fees, and any other costs. The Government may consider o?ers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate o?ers and make award without discussions; therefore, o?erors should submit their best o?er with initial submission. The Statement of Work and the list of applicable FAR provisions and clauses are attached to this notice.
