Description

Electrical Engineering Services at NCTS HR DET LaMoure Transmitter Site **Small Business Set-Aside**NCTS HR DET LaMoure requires the installation of a new in-kind utility transformer. The existing transformer will need to be removed and refurbished by the contractor. The new transformer will need to be installed and tested to ANSI/NETA standards prior to being put into service. The removed transformer will be refurbished and returned to site to be stored as an on-site spare in a location designated by site personnel. Please see attachment 1 - Performance Work Statement (PWS) for details.EVALUATION FACTORS FOR AWARD:Basis for Award: The Government intends to award a purchase order to the responsible quoter, whose quote conforming to the RFQ represents the lowest priced quote that meets the brand name technical requirements outlined herein. To be eligible for award, a quote must be acceptable for all factors listed below. The Government reserves the right to award no contract at all, depending on the quality of quotes submitted and availability of funds.Factor I - Technical: The Government will evaluate the quote to determine if the technical requirements specified in Section A of this RFQ are met.Factor II ? Price: The Government will evaluate the quoted price to determine if it is fair and reasonable utilizing the procedures in FAR subpart 15.4.Factor III ? Past Performance: The Government will evaluate past performance by reviewing sources that may include, but are not limited to, information from Government personnel and information from any other Government sources such as the offeror?s Responsibility/Qualification (R/Q) documentation in System for Award Management (SAM), Contractor Performance Assessment Reporting System, the Supplier Performance Risk System, etc? The provision at DFARS 252.204-7024 Notice on the Use of the Supplier Performance Risk System in effect through Defense Federal Acquisition Regulation Supplement Change Number list in Section F is hereby incorporated into this solicitation. Accordingly, the Government may also consider item risk under the Technical factor, price risk under the Price factor, and supplier risk under the Responsibility determination in its evaluation of quotes, as applicable, in accordance with the procedures outlined in DFARS 204.7603 and DFARS PGI 204.7603.**Amendment 0001 opens this requirement to other than small businesses**
