Description

The U.S. General Services Administration (GSA), Public Buildings Service, intends to acquire 20 user subscriptions to RSMeans Online Complete Plus for a 12-month base period and one 12-month option period. The requirement includes hosted access, account provisioning and administration, software and data updates, technical support, training resources, and coordinated virtual training. The Government anticipates awarding a firm-fixed-price commercial purchase order using the procedures of FAR Parts 12 and 13. The acquisition is unrestricted and is being conducted under Solicitation No. 47PH5326Q0035. The Government intends to solicit and negotiate with The Gordian Group, Inc. under FAR 13.106-1(b)(1)(i) because RSMeans is a proprietary construction-cost estimating platform required for the Government s direct-replacement pilot, and Gordian controls the required FedRAMP-authorized offering. Flash AI and all other artificial-intelligence functionality are excluded from this acquisition and shall not be activated, accessed, tested, demonstrated, or used during contract performance. Responsible sources that believe they can provide the exact FedRAMP-authorized requirement may submit a quotation or capability statement by the deadline stated in this notice. Responses must demonstrate the offeror s authority and ability to provide the complete requirement. The Government will consider timely responses when determining whether to proceed with the intended single-source award.
