Description

Amendment 0001 is hereby issued to extend the proposal due date of the SIR to September 25, 2026 at 3:00pm ET. No other changes result from Amendment 0001. __________________________________________________ This is the Screening Information Request (SIR) 697DCK-26-R-00423 for the BEYOND Phase 2 Selection. This procurement is in support of the Federal Aviation Administration (FAA), Unmanned Aircraft Systems and Advanced Air Mobility Integration Office (AUS). The FAA Reauthorization Act of 2024 (P.L.118-63) Section 920 allows for the expansion of the BEYOND program. The FAA will implement a BEYOND Phase 2 competitive selection process, through this SIR. This competitive selection process is not a procurement or acquisition under the FAA Acquisition Management System. The FAA did not develop any acquisition requirements for this competitive selection process, and the process will not result in the award of a procurement contract. Consistent with the FAA Administrator s authorities under 49 U.S.C. 106(l) and (m), this process will result in the award of an Other Transaction Agreement (OTA). The FAA intends to award up to eight (8) OTAs through this solicitation. BEYOND Phase 2 has four programmatic focus areas: infrastructure, scalability, safety and automation. Five operational focus areas have also been identified as the greatest challenges that will need to be addressed for progress to be made: public safety, controlled airspace, remote, rural areas with inadequate infrastructure, on-airport operations and cross international borders. This SIR is seeking Offerors who can deliver successful outcomesin support of the BEYOND Phase 2 focus areas. See SIR for details. The FAA intends to competitively award up to eight (8) Other Transaction Agreements (OTAs) with SLTTs in accordance with the SIR. The FAA reserves the right to execute additional OTAs if resources permit (49 U.S.C. 106(l)). The Government will make OTA awards to the Offeror s determined to best meet the selection criteria which are included in this SIR and reflected in the evaluation of the proposals. To be considered for award of this requirement, the Offeror must have a current/valid registration in the Systems for Award Management (SAM) database website: www.sam.gov. Registration must be active by the offer due date. Proposals must be submitted via email to the Contracting Officer and Contract Specialist no later than 3:00 pm ET on September 10, 2026. Please see attached SIR for proposal submission requirements. Questions are to be submitted, in writing, as specified in the SIR. Please reference the SIR number and BEYOND Phase 2 program on all question submissions. All questions must be received no later than 1:00pm ET on September 3, 2026. Questions will be answered in an Amendment to the SIR if deemed necessary and posted to SAM.GOV for all interested parties to consider. Prospective Offerors are encouraged to frequently visit SAM.GOV for any updates to this requirement.
