Description
Amendment 4 08/19/2026: The purpose of this amendment is to attach an updated Q&A sheet. This file is labelled as "QA Shades Update 2". Amendment 3 08/18/2026: The purpose of this amendment is to attach an updated Q&A sheet. This file is labelled QA Shaders Update 1 . As a result of this QA sheet, a series of modifications/changes to this solicitation are being made. DFARS clauses 252.225-7012 and 252.225-7001 were incorporated into this solicitation to account for the Buy America Act and the Berry Amendment. Also, file Sail Shade Bid Form is being attached to this solicitation. This document is what proposed offerors will submit pricing information on. Amendment 2 08/13/2025: The purpose of this amendment is to extend the offerors due date until 08/24/2026 @ 1600 EST. The period for questions being due is being extended until 08/19/2026 @1600 EST. A further amendment answering questions from the site visit and clarifying submission requirements can be expected. Amendment 1 08/11/2025: The purpose of this amendment is to attach a Q&A sheet titled "Q&A Shaders". This is a combined synopsis/solicitation for commercial construction prepared in accordance with RFO FAR part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W911QY-26-R-SHAD is issued as a Request for Proposals (RFP) for the installation of four exterior shading systems at Natick Soldiers Systems Center. This acquisition is 100% set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The applicable NAICs and PSC codes are 238990 and Y1QA respectively. The size standard for NAICs code 238990 is $19 million. Line Items, Quantities, and Units of Measure: Line Item 0001: The contractor shall build and install four (4) exterior shading systems in accordance with the Statement of Work (SOW) and the technical specifications. Description of Requirement: The Contractor shall provide all labor, materials, equipment, engineering, supervision, permits, and incidentals necessary to complete the installation of four (4) overhead sun shading systems. These shading systems shall provide durable, aesthetically pleasing, weather-resistant shaded spaces suitable for recreation, gathering, and passive outdoor use. Dates and Deliveries: F.O.B Point is destination, any deliveries are to be made to 15 General Green Ave, Natick, MA 01760. ATTN: Joshua Bulotsky. Inspection and Acceptance to be conducted via the United States Army Combat Capabilities Developmental Command Soldier Center (CCDC-SC). The period of performance for this acquisition will be 180 working days from the date of the Notice to Proceed (NTP). Solicitation Provisions/Contract Clauses Included by Full Text: 52.211-11 Liquidated Damages-Supplies, Services, or Research and Development (Sept 2000) (a) If the Contractor fails to deliver the supplies or perform the services within the time specified in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages of $100 per calendar day of delay.
