Description

This is a combined Sources Sought and Notice of Intent to award a sole-source contract, issued for the purposes of market research and to satisfy the synopsis requirements. 1. The Army Contracting Command - Redstone Arsenal (ACC-RSA), on behalf of the Apache Attack Helicopter Project Management Office (Apache PMO), is conducting market research to identify parties having an interest in and the resources to support the procurement of up to twelve (12) Apache AH-64E aircraft. The Government intends to solicit and negotiate with only one source under the authority of Revolutionary FAR Overhaul (RFO) 6.103-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The intended source is The Boeing Company (CAGE: 8V613). The requirement is for a new 53-month effort to be incorporated into contract number W58RGZ-26-C-0002 to provide up to (12) Apache AH-64E aircraft. This action includes all resources, material, and services necessary to produce, support, and provide up to 12 Apache AH-64E aircraft. The technical scope includes the remanufacture of up to 12 Apache aircraft, and management and mitigation of obsolescence for critical electronic components, including redesign and qualification efforts. The AH-64E is the Army s premier Attack Helicopter, and its production requires a highly specialized skill set and proprietary data. The Boeing Company is the sole designer, developer, manufacturer, and system integrator of the AH-64 Apache aircraft. The Government does not own a complete production-level Technical Data Package (TDP) or the rights to the proprietary data necessary to complete this procurement. 2. Submission of Capability Statements Notwithstanding the Government's intent to award a sole-source contract, all responsible sources are encouraged to submit a capability statement demonstrating their ability to meet the requirements outlined above. Interested parties must submit a capability statement that is no more than ten (10) pages in length. The capability statement should provide clear and convincing evidence that the respondent has the necessary technical expertise, proprietary data or data rights, facilities, and experience to manufacture, assemble, integrate, and support the AH-64E aircraft. A determination by the Government not to complete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
