Justification for Sole Source: Elbit America, Inc. is the Original Equipment Manufacturer (OEM) and retains exclusive ownership of the proprietary technical data, manufacturing drawings, specialized diagnostic software, and Special Test Equipment (STE) required to perform these repairs. The Government does not own the complete data rights to competitively source this requirement.
