Description

The Department of the Navy, Portfolio Acquisition Executive Maritime (PAEM) on behalf of Deputy Portfolio Acquisition Executive (DPAE), Expeditionary Mine and Warfare (EM and W), hereby issues this Combined Synopsis and Solicitation for the Service Craft Boats (SCB) Multiple Award Contract (MAC). The SCB MAC is anticipated to result in the award of multiple Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts supporting the acquisition of service craft for the Department of the Navy, PMS 300 and Foreign Military Sales (FMS). The following is being provided: 1. Bidders Questions Responses 2. Amendment 0001 to Solicitation N00024-26-R-2200 3. Amendment to L.4 and L.8 Orders 4. Amendment to L.12 and L.8 This acquisition is subject to the Department of War Cybersecurity Maturity Model Certification (CMMC) Program. Offerors shall comply with the CMMC requirements identified in the solicitation. PAEM will conduct a Virtual walkthrough via Microsoft Teams. Participation is voluntary. Registration instructions and meeting information are provided in the Combined Synopsis and Solicitation attachment. The anticipated initial Delivery Order under Lot 2 for the procurement of the Auxiliary Personnel Lighter (APL) will require access to Distribution Statement D technical data. Prospective offerors requesting access to the technical data package must submit the following: 1. Approved DD Form 2345; 2. Completed Terms of Use Agreement (TOUA); 3. Information identified in the attached Combined Synopsis and Solicitation. Proposal Due Dates: 1. Lot 1 proposals and Lot 2 proposals from offerors not submitting a proposal for the initial APL Delivery Order are due 13 August 2026. 2. Lot 2 proposals from offerors submitting a proposal for the initial APL Delivery Order are due 31 August 2026. The differing proposal due dates reflect the requirements applicable to each solicitation effort. This Solicitation is not to be construed as a commitment by the Government to issue a contract, or order for any actual procurement of materials, machinery, supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement.
